FWB FHL Transmission for European Customs Import Control System (ICS)

EU customs regulations have introduced a number of mandatory measures to tighten security on goods entering or leaving the European Union. As one of the last steps, new regulations governing the
Import Control Systems (ICS) will become effective on January 1, 2011. As of that date, pre-arrival information to the customs Office of First Entry for all EU import shipments will become mandatory.
The legal responsibility for ensuring that pre-arrival information is submitted to the Office of First Entry within the required time limits lies with the "operator of the active means of transport on
or in which the goods are brought into the customs territory of the Community".
It is mainly carriers that will need to provide such data to customs. Nevertheless, in order for airlines to do so, electronic Master Air Waybills (FWBs) and House Air Waybills (FHLs) provided by
freight forwarders are necessary to obtain all required information, such as persons/companies involved in the transaction and information about the goods being brought into the EU. If you are
importing goods into EU or have a partner who is handling this, please be aware that you might soon need to transfer these messages to airlines.
