Entry Summary

According to Community legislation the Entry Summary Declaration (ENS) must be lodged before the arrival of goods in the customs territory of the European Community. Point of lodgment is the customs office of first entry into the Community which will perform the security and safety risk analysis. If the customs office of first entry identifies relevant risks, it transmits the risk information to all subsequent offices of the Community declared in the ENS. If an electronic link with the customs office of first entry is available and the use of this facilitation is accepted by the customs authorities also another customs office (office of lodgment) can accept the ENS.

In accordance with Community legislation the ENS shall be lodged electronically. It shall contain the particulars laid down for such declaration in Annex 30A and shall be completed in accordance with the explanatory notes in that Annex.
The ENS shall be authenticated by the person who creates it.

Community legislation establishes that the operator of the active means of transport on or in which the goods are brought into the customs territory of the Community is responsible for the filing of an ENS.

Timelines:

Short haul flights (less than 4 hours duration) -> At least by the time of the actual take off of the aircraft

Long haul flights (more than 4 hours duration) -> At least 4 hours before arrival at the first airport in the Community
